The mouse delay is not working

Where it says Mouse Enter and Mouse leave delay, i set it to any number above 0 and it does not change the behavior at all.
Also, i'd like to request that the menu scrolls down and up smooth instead of the snappy behavior

The number is expected to be milliseconds. Set it to 2000 to have a two second delay. You won't notice the delay when the values you put in are too low.

A clarification should be added to the setting descriptions in the Options window.
