Redesigned Workflow - Actions

This issue will ensure, that all actions that can be triggered from workflow page from the 'actions area' are displayed when they should and are all functioning as they should be.

Version 3.4 can be used as reference for most parts, the adjustments are mostly to address 3.3/3.4 shortcomings, that ideally would be addressed there as well

Notes

• All Indication of status will be present in primary area, not in action area as its in 3.4. Thats going to be refined in separate sub-issue.
• After submission is Published/Scheduled for publication - the Publication section is opened instead of Production stage (difference from 3.4)

Submission stage

• After Declining, there is only option to revert decline. Also the 'change decisions' button is removed as it seems unnecessary. Main reasoning is that from technical point of view the other Decisions are not properly reverting declined status and its easier to not do it and basically let user first to properly revert the decline decision go get back to the normal (difference to 3.4)

Review stage Internal

• "Create new round" is moved to the right as one of the editorial decision from the tab (difference to 3.4)
• "Decline" decision is handled same way as in submission stage, so only Revert Declined is available (difference to 3.4)
• "Cancel review round" is available only if
  • If there is any submitted review by reviewer that is not cancelled, can not back out
  • If there is any completed review by reviewer, can not back out

Review stage External

• "Create new round" is moved to the right as one of the editorial decision from the tab (difference to 3.4)

Editorial Stage

Production Stage

• Back to Copyediting is displayed only if the submission is not published yet (not having PUBLISHED status). In 3.4 its displayed always, but it does not work, when the submission is published. (difference to 3.4)
• After submission is actually published, it does not show change decision for consistency with above, but opened to suggestions (difference to 3.4)

• get the recommendations from the new API fields, pending on - Additional fields in Submission schema in API for 3.5 #10480
