As an <audience/user>: PieDAO smart contract developer
I want to <action/task>: Pre-deploy a mock token when running mainnet tests.
so that <outcome/goal/benefit>: Save some gas when running the mainnet test.

Description

We currently deploy a token on each mainnet test while it is not strictly necessary and costs extra gas.

Definition of Done

Add buidler task to deploy mockToken
Add environment variable for token when running mainnet test
Document mock token deployment in docs
