Creating extension for {riskmetric} to assess risk of packages as defined by authors by scraping risk tags

@thebioengineer @mariev This was brought up at the last riskmetric meeting. We could design a specific metric to scrape for the presence/results of the valtools validation process. I think these packages build off eachother in a couple ways:

  1. valtools can be a metric for riskmetric. The presence and breadth of validation could be assessed for the risk of the package.
  2. riskmetric scores could be added to validation to assess dependencies of a package being validated.

Awesome - to track what we chatted about offline too, incorporating an inspection of risk x coverage might be an interesting way to look at risk & the mitigation.
