Add a comment box in summary page and when file a pirep file too this comment box (text)

This is partly implemented for "$pirep->notes" field... Even though "notes" and "comments" are similar, if this can be re-configured to use "comments" it may be more practical.

(like admins can reply to that pilot comment 'cause notes field is a field and only one note is possible, comments can be multiple / relationship - collection).
