Center ten-frame organization in counting area

Currently, the location-based representations are justifying the rows of 5 on the left for the left-addend while the right addend is right-justified. This is creating dissonance when using the 10-frame button followed by the commutative property button.

Let's change this so both addends are center-justified in their respective areas.
