Current Behavior

I've been recommending using the state setup helper for all instances everywhere, unless dynamic behavior is needed.

Expected Behavior

See pcdshub/lcls-plc-tmo-motion#90 (comment)
In some context it can be nicer to split out the pmps info into its own block
