Allow assigning multiple categories to a challenge

Currently, we cannot add multiple tags to a challenge. For week 5 fundamentals group we want to use week 2 web challenges. With this feature, we would be able to assign the challenges to the fundamentals category as well.

This feature would also be nice for challenges that are a combo of multiple categories, like web/crypto or rev/pwn.
