Custom handler for ForgotPassword

We are using external emailing system (better i18n, templating, manageability etc.). It would be great if we can just notify the API instead of sending an email by Payload.

1. This could teoretically be handled inside afterForgotPassword hook, but currently the token is not part of hook arguments.
2. There is no way to disable built-in emails
3. Also it would be very handy if afterForgotPassword hook have doc.id or even better a whole doc, so no lookup by email is needed.

Additionally there is bad docs for afterForgotPassword - there is a code of afterLoginHook instead.
