Onboarding workflow nonexistant

User does not know they have to add standard BMPs before add new site button becomes available.

Fix:

Not sure how to fix workflow about adding standard BMPs first. This is part of the initial organization workflow. Only admins should be able to edit the standard BMPs. They should not be able to be deleted only disabled so that inspections in the future can still reference original standard bmps.

Currently, southaven's inspection form has standard BMPs. I don't know if every entity in the world will have standard bmps, but many will. Therefore, it may not be a 'required' field of sorts. Maybe alerting admins of absense of bmps when creating a new site like shows when on the inspection page and no bmps are available:
