Disabled Items appear to change order

I have a wrapper component around <Command.Item> to allow it to act as a link, and I've just added the feature which disables it if the current location matches the link. What I'm seeing however is that the disabled link jumps to the top of the list of siblings, which isn't what I'm after. Is this intentional, or have I broken it somehow?

If this isn't intentional, I can try and produce a reproduction
