sar_tas_server "socket bind failed" and variable resetting

I recently got the error "Could not initialize TAS server: socket bind failed" when starting. Although it resolved itself after disabling and reenabling sar_tas_server, the variable being set to one caused a bit of confusion.

TAS server has been refactored, try now (sar_tas_protocol_server)

I never ran into a issue like I described again so I won't bother learning how to intentionally cause a socket bind to fail. It's faster for us both if you mock this in your code if you really want to know.
