Blueprints include sled state as of #5698; however, the sled states are not included when viewing blueprints in omdb (either by blueprints show ... or blueprints diff ...). This can be particularly confusing if one adds a sled and then immediately expunges it, because it will show up under ADDED SLEDS with no further information indicating that the sled has been added and then immediately decommissioned (oxidecomputer/product-assurance#52).
