Prepare the next Core Model planning

Description:
In order to prepare the OWASP SAMM 3.0 release, we want to select the issues we want to get into this release. This release can include breaking changes, and this preparation will also make the roadmap towards 3.0 and beyond more clear.

Acceptance criteria:

• @ALL: Prepare issues for discussion
• During a core team call, prepare the core team priorities on the Model Improvement updates
• Invite community to provide feedback on the selection and invite other ideas
• Afterwork of the community input into a final proposal for the next core model
