pdf-notes: toolbar cropped for note at very top of PDF document #661

Create a note at the very top of a document -- right against the margin
Edit the note

Expected results: dunno, maybe the view scrolls up to accommodate the popup?

Actual results: the popup's toolbar is hidden beneath the toolbar, so you can't use it.
