Specify that an instance must be present in a VPC before creating a peering #208

Hello,

Since VPC peering are not working if not VPC are spawned (and those are spawned when there's at least one running instance on them), vpc peering objects requires depends_on = outscale_vm.foobar to be working properly (DOC-3755).

Can you please indicate on the documentation that depends_on pointing to one VPC instance should (must) be used on VPC peering in order to avoid the route issue.
