Have global_permission parameters in json format

Hi,

It is now possible to make the generated image publicly accessible in packer hcl format with global_permission but not in packer json format.
Is it possible to have also it in packer json format ?

Use Case(s)

Image-builder use only json and not yet hcl format:
kubernetes-sigs/image-builder#814
