Placeholder in address input says I can use .eth but I cannot. #490

Describe the bug
The place holder in your SmartInput component displays that I can use an .eth address, but I cannot. We encountered that when integration escrow proposals into Nouns.Builder.

To Reproduce

  1. Go to New Proposal
  2. Try to add .eth address
  3. See error that it does not accept it.

Expected behavior
Either I want to be told that only 0x addresses are permitted, or that I can use .eth if it is stated in the placeholder.
