Event form requires a location within country boundaries #9

Right now, the event form requires events to take place in a specific country. We'll want to explore ways that folks can submit global events.

For example, one submitter wanted to place an event at "Null Island" representing a global, online event but the form wouldn't allow this.

Not urgent for 2023.
