Tiles are not generated after 20th zoom level

Description

Starting from the 20th zoom level, tiles are no longer generated (test same)
Up to and including zoom level 19, files are generated

Go to the OsmAnd web or OsmAnd test web > Zoom in to 20th level

Expected result

• Generation of tiles at zoom level 20 is the same as at zoom level 19 and below

The bug has been reproduced. To reproduce the issue, please follow these steps:

1. Visit the web version.
2. Zoom in to the last level (20th zoom level) and smoothly move the map in any direction.

As expected, after reaching the 20th zoom level, tiles are no longer generated.
