As we want to avoid supporting overlapping maps #15039, we need to do some UI improvements first.

Allow to delete all maps related to 1 country
Allow to update all maps related to 1 countries

Country can be consisted of 30-40 maps with 2-level structure, so this becomes too much operation to support.
