Description

How to reproduce

Turn on OpenStreetMap Editing plugin
Open pluginp Settings
Disable Offline editing
Go back to map
Long tap on map – Actions – Create POI
Select POI Category

Actual result

EmptyChangeSet.mov

Empty change set message

Expected result

Adding [poi type].
