Wrong value in tag isced:level

When we was working on import schools the user @govvin posted a ticket about the values of tag isced:level wich were wrong.
After that comment I look for some information about the isced:level , and I found the correct value on this spreadsheet,
and the correct information for the tag isced:level will be:

After the fixing I generate big changesets in Peru .

How to fix in case where the schools were tracing as way ?

Next actions

• Run a query for select ways and relations for fixing the tag isced:level for each department .
• Built a script for sort order of isced:level tag primary; secondary instead of secondary;primary

After finish the process of import schools, we run this script in the whole Peru, for detecting all issues where the tag isced:level had wrong value.
For fixing the value of isced:level tag, we used a tasking manager, after this all issues were fixed.
The task was completed.
