How to delete a device if it is not connected or online?

It appears as though currently when trying to delete a device, first the device is set to deactivated, which is supposed to update the device configuration, after which the device can be deleted.
My question is how is it that I am supposed to delete a device that is disconnected or offline? If the device is not connected, the configuration will never be updated, and so the device cannot be deleted. Is there some way to enforce deletion?
