Suggestion: capping DCDAO each quarter's total budget at no more than $45K starting from Q4

We are about to leave Q2 and enter Q3. Some Q3 proposals have already been initiated, and DCDAO is expected to submit new sponsorship and budget requests to the Darwinia Treasury.

I have requested Treasury Specialist @casinoyoda to prepare the Q3 budget to use as application material. However, since the market has not improved, I propose that all program proposers actively optimize their respective budgets to increase community returns.

Additionally, to demonstrate to the community and Darwinia Treasury voters our commitment to budget and expense control, I suggest capping each quarter's budget at no more than $15K per month starting from Q4.
