Ambassador-funded Experimental Deflation Mechanism

Hey guys, just moving the discussion regarding my proposal for the experimental deflationary mechanism to the DCDAO discussions where you all can continue to inquire about anything you like regarding this project.

Also, one more update, I have officially been given the green light to move forward with this experiment, and I will be setting up a dedicated multi-sig wallet with key members of the Darwinia team for this initiative.
