Plugin API for compliation

Hi!

As of today we have cds add plugin API which is very convenient. However if we talk about compiling CDS model to other formats than cds compile can bring out of the box - there is no official API for this.

Therefore I'd like to ask if possible to give us the tool to create own plugins for compilation too that's how commands like
cds compile --to abap should be possible.

What do you think of this idea?

Currently the scope is only about giving us the option to register such extensions without the need to create a new CLI.
