The current license <https://github.com/oreillymedia/open_government/blob/master/LICENSE.txt> does not permit derivative works such as translations. If O'Reilly supports changing this, perhaps someone on this distro list knows how to carve out an exception within a CC license for translations. As the author of the first chapter, I grant you (and anyone else) permission to translate it, so long as you provide me with a free copy of the result. Спасибо большой. (After writing the above, I saw that I previously wrote an eerily similar response way back in 2013. I guess it can't hurt to say it again...)
