An edge router in a tight restart loop causes a resource leak on routers to which it connects. #2573

A router with a configuration error that causes a tight restart loop, particularly an incorrect interface configuration (named interface not available) causes a memory and possibly related CPU accumulation on routers to which it should connect, eventually leading to a resource exhaustion.
