Handle dev collection

We have an official collection at https://library.kiwix.org and after M2 it is assumed it will work. This ticket is to be able to handle https://dev.library.kiwix.org the same way we handle https://library.kiwix.org. Doing so, we will as well secure the concept of « collection » is flexible enough.

What's gonna be really important for this is criteria to filter on. At the moment, zimfarm recipe creator decides where to upload the file (specific folder) and we have two specific library generators.

We'd be able to retrieve this information as a prefix in the ZIM URL so technically, we'll be able to filter.

I imagine once we'll have a manual component in collections, we'll be able to append or move ZIMs from one collection to another.
