Subtask from #4551

Once we onboarded smoke test python workflow, we could create a Jenkins job to run smoke tests on CI/CD basis. The new Jenkins job can be integrated with current distribution-build workflow as an build/release criteria.

Acceptance criteria:

  • Create the groovy library to take in test parameter and run smoke test commands.
  • Create a new jenkinsfile to run smoke tests.
