Is your feature request related to a problem? Please describe

Coming from #5171
In order to perform release manager duties, it is necessary for non-admin release managers to have executable permissions to the CI system used for building, testing and releasing OpenSearch as well as OpenSearch-Dashboards distributions.

OR

Need to have a interim tool that would perform necessary actions on behalf of the release manager.

Describe the solution you'd like

Have time bound short term privilege for non-admin release managers. The time line would span from few days before the release window starts and ends a day or two after the release window closes (to complete the post release tasks)
