Describe the bug

See the distribution validation for windows platform

https://build.ci.opensearch.org/job/distribution-validation/1179/

Even though the artifact is valid, it fails to pass. Tried deploying both OpenSearch and OpenSearch-Dashboards on windows machine, it works well. Also integration test without validation goes through.

To reproduce

Run the above workflows or ./validation.sh with windows parameters.

Expected behavior

Validation for windows should go through

The root cause of this was opensearch-project/opensearch-system-templates#26
We always validate both OS and OSD in the validation workflow. Since OSD test CI image defaults to java 11, system-template was causing cluster to crash indirectly affecting OSD to not find backend connection.

@Divyaasm Maybe we don't need to validate OSD for opensearch integration tests. Also looks like we might need to run integration test against compatible java matrix that we say we support here: https://opensearch.org/docs/latest/install-and-configure/install-opensearch/index/#java-compatibility
