Add a Pilot's Manual page

I propose that we pull together all the relevant information for pilots into one place. Much of this content will exist already in our copiloting materials. As part of this, consider where the information RE authorship policy should live (see this comment) - should this be under "Policies for Researchers", rather than embedded in the copiloting documentation.
