Deleted L4 outputs are still listed in manifest.json #711

Where deleted outputs here are files that previous runs of an action name produced, but the later runs did not, so job-runner deletes them.

Should they be still listed in manifest.json and thus airlock when they now longer exist on disk?

Which would cause more confusion for users?
