Admin: suggestions can be answered regardless "Enable suggestion answering from admin" option

Describe the bug
If a Participatory Document component has "Enable suggestion answering from admin" unchecked, admin can also answer and publish suggestions

To Reproduce

1. Create a Participatory Document an uncheck "Enable suggestion answering from admin"
2. Upload a PDF, create some participatory areas and publish them
3. As a user, make some suggestions
4. As an admin, try to answer them. Despite "Enable suggestion answering from admin" is disabled, you will be able to answer suggestions as admin.

Expected behavior
If there is an option that theoretically disables suggestion answering, I expect it works... Is this option a specific requirement? I don't identify many cases of use 🤔

If the requirement is that admins can always answer a suggestion, but can only publish it if the component configuration enables it, maybe we should update the option to something like "Enable admins to publish the answer of a suggestion"
