Convert hard coded moisture threshold at which no transport is forced by increasing uth to inf. Max_moist is now used to have a user-defined value.

Change the hard coded maximum moisture threshold into a user-defined value (max_moist). This threshold controls at which moisture content no transport occurs by forcing an increase of uth to inf.
