India site: RUVNL stability

When deploying new india site model.
Make sure the RUVNL service runs smoothly.
Might need to add filter on which sites to load in the database.

Need to add ruvnl to client_site_name and then add a search option in https://github.com/openclimatefix/india-forecast-app/blob/main/india_forecast_app/app.py#L46

We can then do this for other client too

Ive have updated the client_site_name and region on dev and production databases
