Adding something like this to a tar_scm service file

param name="changesauthor">Full name <username@domain></param>

results into an error

 Error while creating '_service' file: service validation error: 9:47: FATAL: Couldn't find end of Start Tag username line 9.

You probably need to quote < and > in some way.

The file looks like XML so this may be helpful: https://www.w3resource.com/xml/entities.php
