Language SIGs currently request reviews from the TC when they implement a particular signal (e.g. #2134)

We need a document that describes the review process, what exactly the TC does, how are SIG maintainers part of this process, etc.

open-telemetry/opentelemetry-specification#1418 linking to the old unmerged PR doing same/similar, in case it is useful reference.
