Windows shared build failing

As I'm a Windows noob, allow me to ask whether this error message is somehow telltale -- or how to approach resolving this:

This results after building liboqs and oqs-openssl shared. All liboqs tests pass (after a build with MSVC). The most simple MSVC-built openssl test also passes:

C:\Users\Administrator\git\openssl>.\apps\openssl version
OpenSSL 1.1.1k  25 Mar 2021, Open Quantum Safe 2021-03 snapshot

Any suggestions (how to debug/understand/reconfigure) would be gladly received. Reminder: A static MSVC build for oqs-openssl passes all (liboqs & oqs-openssl) tests....
