Per mockups and notes in Figma, create the 'Circumvention' page for the new Thematic Censorship findings pages.

Page will contain:

  • table of contents
  • reports
  • findings
  • charts for specific domains (to be specified)

I've added theme-circumvention tags to all (relevant) OONI reports: ooni/ooni.org#1609
