When a test fails due to an internal error, mark it something as other than passed. #452

When a test fails (as in https://infernotest.healthit.gov/inferno/42hfYWPvRJ0/test_sets/ad_hoc_testing/#MeasureConsumerPushServer/ad_hoc_testing_MeasureConsumerPushServer_MeasureConsumerPushPublicHealthMeasureReportSequence ), it's not clear we succeeded, but it sure looks that way.

Describe the problem you are trying to solve.

Describe the solution you'd like to see implemented
Don't make it look like the test passed

Describe alternatives you've considered
I didn't put that much thought into it.

This might be happening when inferno fails to find the sequence and thus cannot associate the failing tests with the sequence.
