So now if I want to change the data from 2018 to 2017 the screen remains empty (because there is no "plan" data) but only "soll" data in this case. This distinction was made in the data.
Is there a way to solve this?
Idea: If the screen is empty after switching the year, the budget phase should switch as well if empty. I have no idea if this is possible, but it is a problem for the user experience

When we have data for multiple years 2015, 2016, 2017 we do not necessarily have both the "Soll" and "Ist" data. Lets use the example of Frankfurt:
https://offenerhaushalt.de/haushalt/HE/Frankfurt-am-Main/#/produkt?Ertrag%20%2F%20Aufwand=Aufwendungen&Haushalt=Plan&Haushaltsjahr=2018
Default is: Haushaltsjahr = 2018
Haushalt = Plan
