No date dialog picker showing up [as not released in 7.10.0]

Hi, I see there is a date picker in the 7.10.0K release. However, it's not showing up for me. I'm looking for the calendar icon to the right of the form field as shown here.

I looked to see if I should enable it but I don't see a config option in the plugin settings.
