ro-base has no SWRL rules #822

All the SWRL rules provided by RO seem to be missing from ro-base (checked http://purl.obolibrary.org/obo/ro/releases/2024-04-24/ro-base.owl).

Hmmm. This sounds like an ODK issue..

I don't think SWRL rules are considered in the base specification: https://oboacademy.github.io/obook/reference/base-specification/?h=base
