In my YAML file with a rule, I don't have the when key, because I don't need it. However, I'm getting:

normalizer: AesonException "Error in $.rules[0]: parsing Language.EO.Phi.Rules.Yaml.Rule(Rule) failed, key \"when\" not found"

I believe, it's bug. Such situations must be ignored, as if I specified empty when.

P.S. The same happens when I don't specify tests.
