abuse script malfunctioning #466

there might be an issue with the code that sets the abuse flags and resets the counters:

people get notified about doing too many unneeded updates and the email says the abuse flag was set and the counter reset.

but the abuse flag is not set, the counter not reset.

is this maybe due to a rollback / "database is locked" issue?
