Is this project GPL-3?
Probably LICENSE with GPL-2 text should be removed from the tree then.

@nspring the license is still unclear. COPYING and LICENSE show different licenses. Delete one.

should reflect your decision of course. There is a tool, you can use to manage your licenses in the tree: https://reuse.software/ It is not perfect, but it helped me in the project https://github.com/scsitape/stenc/
