Dragging out doesn't work correctly on AstraLinux. As I wrote on that issue "I figured out that problem is in "TransparencyLevelHint" which seems just doesn't work on that OS."

Maybe this issue can help AvaloniaUI/Avalonia#5333

Just to add, there are also issues with panel dragging on macOS. IIRC this is a known issue and will be addressed at some point but I guess it doesn't hurt to have an issue here on github for that 😏

I tested the stuff only on Ubuntu. I'll take a look at Astra.

Also occurs on windows with Win32CompositionMode.LowLatencyDxgiSwapChain set
